Emergency Operations Plan

Overview
The University of Oregon (UO) is vulnerable to a number of natural and human-caused hazards that can affect University property and faculty, staff, students, and visitors that are present on campus. To effectively respond to these natural and human-caused crisis and/or disaster events, the UO has adopted this Emergency Operations Plan (EOP) to guide response efforts. The priorities for this plan are to:
(1) protect lives,
(2) stabilize the incident,
(3) minimize environmental and property damage, and
(4) continue critical services to customers.

This plan also strives to meet National Incident Management System-Incident Command System (NIMS ICS) requirements as established by the Federal Emergency Management Agency (FEMA). The use of NIMS ICS enables this response plan to coordinate effectively with other jurisdictions involved in a response, such as the Eugene Police Department, the Eugene Fire/EMS Department, Lane County, and State Agencies.

Purpose
The purpose of University of Oregon’s Emergency Operations Plan is to outline the management structure, responsibilities, procedures, and guiding policies to assist the University of Oregon when responding to an emergency event. The EOP directs response efforts when Standard Operating Procedures (SOPs) developed by University departments and units are insufficient to handle an emergency Department specific plans and Standard Operating Procedures are meant to complement and coordinate overall efforts while providing more depth and specific detail regarding department-level response.

Record of Revisions
The University of Oregon's Emergency Operations Plan (EOP) goes through continuous, ongoing changes and updates based on the results of actual events, post-exercise drills and activities, and input from units and departments tasked in this plan.  All revisions are made by the UOEM staff and endorsed by the Emergency Management Advisory Committee and adopted by the President and Policy Group. 

  • The UO Emergency Operations Base Plan (Part I) was updated and revised on September 2007 using the March 2004 Draft version of the UO EOP and other campus EOPs as a guide. Major revisions to the plan include: 
    • Revision of the Plan Purpose and inclusion of a Plan Scope
    • Development of a Concept of Operations Section (Section II)
    • Inclusion of an Emergency Management Oversight Structure for Emergency Management activities on campus
    • Update of the Emergency Operations Center (EOC) section to include new information (Appendix A)
    • Development of a detailed Incident Command System (ICS) structure for the UO (Appendix B)
