Andre Le Duc Director
Le Duc's primary research interest is in the intersection of the emergency management, natural sciences, public policy, and decision-making. These interests connect his academic and professional experiences in emergency management, physical geography, community and regional planning, and organizational development. Le Duc has a nationally proven track record for working with emergency management professionals, academicians, and private sector representatives on diverse hazard related projects and policy issues at the local, state, and national levels.
Le Duc also serves as the Executive Director of the Oregon Partnership for Disaster Resilience. A coalition of public, private, and professional organizations working collectively toward the mission of creating a disaster resilient and sustainable state. Additionally he is the Region 10 Representative, Universities and Colleges Committee: International Association of Emergency Managers (IAEM), and Vice President of the Cascadia Region Earthquake Workgroup (CREW). CREW is a coalition of private and public representatives working together to improve the ability of Cascadia Region communities to reduce the effects of earthquake events.

Krista Dillon Emergency Planner / Response Coordinator
Dillon’s research interests include natural hazard risk analysis; improving risk perception through public involvement, education, and outreach; creating more disaster resistant economies; and building local community capacity to address hazards issues. While a student at UO in 2002, Dillon was selected as one of two Community Planning Fellows with the Federal Emergency Management Agency. Dillon's research for the Fellowship focused on improving the natural hazard planning processes through the implementation of various public involvement techniques. Prior to returning to the CSC, Krista gained practical experience working for Continental Shelf Associates, Inc., in Jupiter, Florida where she worked on a number of natural hazard planning projects ranging from plan development to education and outreach campaigns to planner and emergency manager training programs.

Kathy Harris Graduate Student - Project Manager
Kathy is a second-year graduate student at the University of Oregon enrolled in Community and Regional Planning Masters program. As a first-year graduate student she was a part of the Community Planning Workshop team providing research and development support for the redevelopment of the University of Oregon’s emergency management system. She will continue with this project as a project manager in the 2007-08 school year. In the summer of 2007, Kathy served as a National Network for Environmental Management Studies research fellow for the Risk Management Program at the EPA Region 10 office in Seattle. Prior to attending the University of Oregon, she received a Bachelor’s degree in Environmental Studies from Emory University in Atlanta, GA. In her spare time Kathy enjoys traveling, painting, and rollerblading.
